Office reports on a victory for juvenile justice

Long term readers of Washington Office publications
will know that we have been following the Juvenile Justice issues for 6
years. These bills began under the name of "Juvenile Predator
Act". We informed elected officials, that it was not productive to
call our youth predators and to do so presupposes no need for
rehabilitative services. Sponsors of the original legislation then went
on to change the name of the bill.
Below is a report from the Children's Defense Fund on
the favorable outcome of this legislation.

Congress approves juvenile justice & delinquency
prevention legislation, ending 6-year battle
On October 3, the Senate voted to approve legislation
that will prevent juvenile delinquency and protect youth in the juvenile
justice system as part of the Department of Justice authorization bill
(H.R. 2215). Just days before, the House of Representatives passed the
same bill by a vote of 400-4. In addition to ensuring that youth in the
juvenile justice system are protected from abuse and assault in adult
jails, the bill authorizes substantial investment in prevention,
treatment, and early intervention activities. The Local Delinquency
Prevention Grant program provides prevention funding to local
communities to help reduce juvenile delinquency and the Juvenile
Accountability Block Grant program provides resources for proven
strategies for rehabilitating adjudicated youth and families and
reducing juvenile re-offense rates. These provisions, several of which
are included in Title X of the Act to Leave No Child Behind, represent a
major legislative victory for some of our nation's most vulnerable
children and families. Passage of this legislation ends a six- year
battle waged by advocates to approve federal juvenile justice policy that
focuses on rehabilitation and prevention.

| Juvenile justice legislation introduced
in the Senate
[7-16-01]
On July 12, Senators Leahy, Hatch and Kennedy
introduced S. 1174, the Children's Confinement Improvement Act of 2001,
which authorizes a grant program to help states protect and provide for
juveniles adjudicated in the adult criminal justice system.
S. 1174 also contains a provision to reauthorize the
Juvenile Justice and Delinquency Prevention Act of 1974 until 2004 as it
exists in current law.
On July 11, Senators Biden, Kohl, and Reed introduced
S. 1165, the Juvenile Crime Control and Prevention Act of 2001. S. 1165,
which also contains a reauthorization of the Juvenile Justice and
Delinquency Prevention Act of 1974, includes provisions to close the gun
show loophole and to require trigger locks be provided with the sale of
all new handguns.
