Colombia: a call for action
|
Colombian Christians issue an urgent plea for action to
protest new government military action in the former demilitarized zone.
Alice Winters, a Presbyterian mission co-worker in Colombia, has sent
this to us. We are posting both the original Spanish text, and the
interlinear English translation. [3-4-02]

Se requiere la solidaridad
inmediata y activa para con la situacion que vive Colombia.
Immediate active
solidarity is needed regarding the situation Colombia is living through
right now.
Desde el miercoles 20 de febrero
a la media noche se iniciaron los bombardeos por parte de las Fuerzas
Militares en el proceso de recuperacióón de lo que fue la zona del
Caguan. En las primeras horas de esta operacióón se llevaron a cabo
200 misiones aereas con aviones apoyados por helicopteros artillados. Se
han bombardeado "85 puntos estrategicos".
Since Wednesday, February
20 at midnight, there have been air raids by the Military Forces of
colombia in the process of recovering what was the demilitarized zone
known as the Caguáá
Como ustedes recordaran la
primera gran movilizacion se dio a comienzos de enero, cuando la fuerza
aerea indico que desde hace tres añños sus hombres se vienen
entrenando en operaciones nocturnas. En esta operacióón a gran escala
muy pocos detalles estan improvisados porque esta accióón militar se
comenzóó a planear hace mucho tiempo tal como lo indicaron los
militares en los noticieros que han transmitido en directo esta euforia
por la guerra.
As you will recall, the
first great mobilization occurred at the beginning of January, when the
air force indicated that for the past three years its men have been
receiving training in nighttime operations. In this full scale operation
very few details have had to be improvised, because this military action
was planned a long time ago as military authorities have been indicating
in news interview which have been transmitted directly from the zone to
communicate enthusiasm for the war effort.
La operacion militar, que se
conoce con el sugestivo nombre "Thanathos" (del griego "muerte"),
esta concentrando su atencion inicial en las areas rurales de los
municipios que conformaban la zona desmilitarizada. Segun los altos
oficiales castrenses la intencion es destruir las fuentes de
abastecimiento del narcotrafico. Sin embargo, los ataques aereos han
destruido la poca infraestructura vial y energetica en el area.
The military operation,
which is known by the suggestive name of "Thanatos" (from the
greek for "death"), is concentrating its attention initially
in rural areas of the municipalities which fell in the demilitarized
zone. According to high military officials the intention is to destroy
sources of supply of the drug traffic. Nevertheless, the air raids have
destroyed the limited infrastructure of highways and energy transmission
in the area.

 | Acompaññamiento
humanitario para evitar una masacre en la antigua zona desmilitarizada.
Este acompaññamiento se puede dar mediante la presencia en la zona de
grupos de solidaridad y monitoreo, reporteros de medios independientes,
representantes de iglesias y ONGs de DDHH, a fin de dar cuenta de los
alcances de los operativos militares. Se debe tener en cuenta que las
FARC no concentran su presencia en la zona sino que estan diseminados
por el pais, por lo cual se pone en duda la justificacion del ejercito
colombiano para concentrar su maquinaria militar de alta tecnologia en
la region.

 | Humanitarian
accompaniment to avoid a massacre in the former demilitarized zone. This
accompaniment could be by presence in the zone of groups who come in
solidarity to monitor the situation, reporters from independent news
media, representatives of churches, and non-governmental organizations
committed to human rights, for the purpose of publicizing the extent of
military operatives. It must be realized that the FARC has not
concentrated its presence in the zone, but is spread out throughout the
country, which makes questionable the justification given by the
Colombian army to concentrate its high technology military hardware in
the region.

el desplazamiento de campesinos hacia los cascos urbanos que
desafortunadamente ya se esta dando, pues el ejercito inicio sus ataques
contra las areas rurales y se debe dar el apoyo a quienes se preparan
para recibir a los desplazados.

 | Avoid
the displacement of the rural population towards the cities, which is
already ocurring, since the army began its attacks in these rural areas.
Aid must be given to those who are preparing to receive the new wave of
displaced persons.

cartas al presidente Andres Pastrana instandolo a reanudar los esfuerzos
de paz por la via negociada: apastra@presidencia.gov.co

 | Send
letters to President Andrés
Pastrana urging him to renew the effort to achieve peace through
negotiations. His email address is given above.

 | Instar a
que la comunidad internacional estimule a las partes a volver a la mesa
de dialogo siguiendo los acuerdos logrados el pasado mes de Enero.
|
 | Urge
the international community to stimulate the parties to return to the
negotiating table in accordance with the agreement reached this past
January.
|
 | Organizar
reuniones frente a las embajadas colombianas en los diferentes paises
para presionar por una salida negociada al conflicto.

 | Organize
meetings in front of the Colombian embassy to pressure the government to
seek a negotiated outcome to the conflict.
|
 | Levantar
plegarias y hacer marchas y cuanto sea necesario para evitar una guerra
que como de costumbre terminara golpeando a los mas pobres.

 | Raise
up prayers, organize marches, do whatever may be necessary to avoid a
war which, as usual, will end up taking its toll most of all amont the
poor.

 | Hacer
presion con sus gobiernos para que se manifiesten por el respeto a la
vida y en especial los grupos de accióón de Estados Unidos deben
urgentemente pedir el monitoreo para que las armas del Plan Colombia no
terminen sirviendo para las violaciones a los Derechos Humanos que ya
habiamos anticipado.

 | Pressure
your government to express respect for life and, above all, action
groups in the US ought to ask for monitoring of the use of arms sent
through the Plan Colombia so that they do not end up being used for
human rights violations (as we have previously anticipated). |
Si bien la
postura del presidente Pastrana cuenta con respaldo ciudadano, se debe
aclarar que la mayoria de los colombianos aspiran al cumplimiento de
acuerdos, lo cual no quiere decir que apoyen la guerra total y abierta
que lanzo el ejercito desde la medianoche de Febrero 20. La Operacion
Thanathos ocurre en un momento en que se preparaban marchas campesinas y
ciudadanas en demanda de justicia social (una marcha desde el Dpto. de
Boyaca ya venia en camino hacia Bogota), y los sindicatos que agrupan a
los educadores, con el apoyo del estudiantado, se movilizaban para
contrarrestrar un lesivo estatuto docente preparado y presentado por el
ministro de educacion, Francisco Jose Lloreda.
While
it is true that President Pastrana has citizen support, it must be made
clear that the majority of Colombians expect the agreements for dialogue
to be kept. That does not mean they support the open warfare which was
launched on February 20. Operation Thanatos began at a time when citizen
marches were being planned to demand social justice (a march from the
Department of Boyacáá

Para
ensombrecer aun mas el panorama, el ministro de hacienda, Juan Manuel
Santos, anuncio el 21 de Febrero, un recorte de aproximadamente un
billon de dolares en el presupuesto nacional con el fin de orientar esos
recursos hacia las operaciones militares. Ese mismo dia amanecio con la
noticia de que los bonos que el gobierno colombiano habia colocado en el
mercado internacional de valores habian caido estrepitosamente. Con ello,
la carga de financiar la guerra recae sobre los hombros de sus victimas
directas: el pueblo colombiano.
To
make matters worse, the head of Colombia's Internal Revenue, Juan Manuel
Santos, announced February 21 that the national budget would be cut by
about one billion dollars so that these funds could be made available
for military operations. That same day Colombians received the news that
the value of bonds placed by their government in the international
market had fallen drastically. This means that the burden of financing
the war will fall on the shoulders of its direct victims, the Colombian
people.
